
A recent Arbitration settled a long debate on splicing as a Core job function on Fiber service drops, both aerial and buried. This arbitration sets a precedence on what was considered a Core job function. The Company had a different interpretation of what a “splice” is and defined it as “connectorizing a drop where it was damaged”. This violated previous scope of work agreements in 2012 and 2015, where Job functions for the wire Tech were established. The scope and the jurisdiction of that function resides on the Core side of the bargaining unit as Arbitrator Jack Clarke described in his decison.
